Environmental Construction Inspector
FLSA: Exempt
LEVEL: 2
PAY: $40,000-$54,000/YR
General Position Summary:
An Environmental Construction Inspector supports project managers as needed in the field and/or office with a variety of tasks involving inspections of active transportation, pipeline, commercial and residential construction sites; construction inspection report preparation; coordination with construction contractors and regulatory agencies; and regulatory permit review and compliance analysis. Duties include planning and implementing inspections of construction sites for compliance with the terms and conditions of various regulatory approvals issued in accordance with the Federal and State Endangered Species Act (ESA), Section 404 of the Clean Water Act, Oregon Removal/Fill Law, National Pollution Discharge Elimination System (NPDES), and Migratory Bird Treaty Act (MBTA).
Essential Functions/Major Responsibilities:
- Plans and performs inspections of project construction sites for compliance with issued environmental regulatory permits and approvals.
- Reviews project plans and permit terms and conditions to identify environmental protection measures and techniques that are to be employed during construction.
- Functions as technical advisor and monitor for environmental protection standards on behalf of construction contractor.
- Responsible for accurate recording of construction project compliance with terms and conditions of issued regulatory permits. Provides detailed construction monitoring reports in a timely manner to interested parties.
- Identifies non-compliance with issued regulatory permits. Coordinates with construction contractor, MB&G project managers and regulatory agencies as necessary to implement on-site corrective measures and to maintain permit compliance.
Secondary Functions/Major Duties:
- Participates in construction project meetings as Environmental Construction Inspector. Provides summary of principal terms and conditions of regulatory permits that must be met during construction.
- May facilitate and lead small training classes at project site with construction company employees to identify and clarify environmental protection standards or measures that need to be implemented during construction.
- May participate during regulatory agency inspections.
- May participate in fish salvage and recovery operations at construction sites with MB&G biologists.
- Performs other duties as assigned.
Supervisory Responsibilities:
- This position is not supervisory in nature.
Interpersonal Contacts:
- Contacts are within MB&G and externally with construction company staff, regulatory agency personnel, and with MB&G’s clients.
Job Skills:
- Strong written and oral communication skills.
- Intermediate technical report writing and editing skills.
- Attention to detail and excellent time management skills.
- Responsive and client service oriented.
- Intermediate skill in MS Office.
- Knowledge of basic civil engineering principals and construction methods, particularly as they relate to bridges and highways.
- Strong knowledge of soil erosion and sediment control techniques, in-water work isolation methods, and general construction site restoration measures.
- Ability to identify flora and fauna of the Pacific Northwest.
- Ability to identify wetlands in the field.
- General understanding of environmental regulations (e.g., NEPA, ESA, CWA).
- General understanding of civil engineering field procedures and safety protocols.
- Basic ability to read engineering plans and drawings.
Education/Experience:
- BS or BA in Biology, Environmental Science or natural resource related field required.
- 1+ years of field experience, preferably in the Pacific Northwest.
- 1+ years experience performing inspections of residential, commercial, or public project construction sites for compliance with environmental laws, policies or regulations.
- Experience working for an environmental consulting or engineering firm is preferred.
- Completion of training in soil erosion control, site restoration, landscaping, bioengineering and general construction inspection is highly desirable.
Job Conditions:
Work is performed both within the field and in our Portland office. Extensive overnight travel to expected project locations in eastern Oregon (Pendleton to Burns) required. Other projects with similar overnight travel requirements can occur elsewhere in Oregon. Field work to be performed in all weather conditions under active construction site conditions. Ability to safely work in close proximity to large construction equipment is necessary. Extensive computer use, physical ability to operate a telephone, and sit for extended periods of time; may lift/carry up to 50 pounds.
